With eDelivery™, access codes are left at an address where the intended recipient is known to live or sent via email. Even then, recipients must verify their identity using the last four digits of their Social Security Number before entering the Secure Service Portal™. 

This helps ensure that documents go to the intended recipient only, even more so than traditional delivery methods, which rely on verbal agreement or visual verification of identity.
